Discussion Paper: Understanding How the Community Safety and De-Escalation Ecosystem Is Responding to Political Violence Risk

Key Finding

Maps how the community safety and de-escalation field is organizing to respond to rising political-violence risk.

About this research

This Bridging Divides Initiative discussion paper draws on qualitative interviews with more than 30 practitioners conducted in early 2025 to map the community safety and de-escalation field — the network of organizations working to reduce political-violence risk — including who the key actors are and what the field needs to grow. It concludes that this is a fast-evolving specialization within the broader peacebuilding field, with rising demand for community-safety and de-escalation work amid heightened political-violence risk, and calls on philanthropy and civil society to help build the ecosystem’s capacity.
